kids who whine

Oh my goodness!! I need help!! My two daughters (7 and 4) are constantly fighting and whining. I am about to lose my mind! The younger one is the meaner one but they both definitly know how to put their whine on. I am so tired of hearing the whining. Does anyone have any ideas on how to stop it? I think I've tried everything but nothing has worked.

My 7 year old does it all the time. I tell her if she dont stop I will be putting her in time out and it dont take her long to stop but give her a hour and she starts all over again and I tell her the same
