Speaking of ethics

According to american sociologist the most polite city among those thirty five big cities that were analysed is New York.
The second place took Zurich.
Toronto is the third.
The most rude city is Delhi.
Moscow took the fifth place from the end.
As for the town I have been living several years I think it is something that I call "unbellievable rudeness" & total absence of knowing that there exist definite manners in communications among people.
Do you often meet people with good manners?
How do you understand the expression itself "good manners?
What is polite for you and what is not?

That's surprizing to hear about New York. It has a reputation for rudeness, although I was there about 10 years ago, and everyone I dealt with seemed pleasant enough.
I wonder how he did the evaluations. If it was based on North American cultural norms, it may have been unfair.
