It depends on how you define love. Love preceded internet. Love can happen anywhere, anytime, with anyone? Is it? Or love is something predetermined? What if someone loves a person hundreds of miles away? You have to consider all these questions?
I think love*(love here is the 21st century love) can occur online but true love online is doubtful

My brother met his wife online. They chatted for awhile, and then a few months later she came for a visit and stayed with us. They continued to chat over the internet, and she later went to graduate school where we lived. They recently got married.

It never happened to me, but I think it is possible. Through the internet, you get to know a lot more about someone's character because it's easier to open up and share your truly feelings with the person you're "talking" to, because they don't know you in person. But be carefull. Some of them may pretend to be someone they're not.
