My baby often do this.I consulted with my Physician about his.She told that it may be due to teething. So asked to give some teeth rings. But though i give her teeth rings she wont chew it.She will just search for something in the carpet and try to put it in her mouth.I think this is a phase which is common. My doctor also told the same and informed that it will be for a month or 2 and she herself will leave this habit. But if it persists and continues even after 3 years you should consult doctor as it may be due to some mineral or vitamin deficiency.

Mine is also 3 1/2 years and not only chews but licks on whatever she feels like. One day I saw her licking the wash-basin while brushing her teeth. (LOL). I think most probably it will be a phase which will pass off (I hope) I try to convince her but its difficult and she forgets. What you can do is (what I do) you should clean the place and the toys thoroughly and make her wash what ever she chews on. Then you know at least what she chews on, is clean enough (LOL)

I agree with DL, (mickey above me!) Find out if it's because she's teething or if it's just become a habit, if chewing provides relief when she's teething it's not going to be easy to stop her and I consider it natural reaction.
