Identity theft occurs when a criminal uses another person's personal information to take on that person's identity. Identity theft is much more than misuse of a Social Security number-it can also include credit card and mail fraud.
SO tell me what is the best punishment...for these criminals...

I had never thought about jail time before, but in my case, there was a wallet stolen with my SSN card in it - and theft IS something to be thrown in jail for. So yes, jail time and an extremely heft fine for the victims. And I also think that law enforcement should be required to actually do something about it when someone is a clear victim.
