Can weather be programmed or controlled?

Do you think weather is "behaving" a little weird lately? I've noticed that, at least in the central and the south-eastern part of Europe, weather doesn't seem to respect the "natural" laws. Spring and autumn dissappeared. We have now only a very hot summer and a cold but snowless winter. In England (London) tornados appear even in a beautiful sunny day and so on.
I can't help wondering: Is somebody trying to put weather (climate) under control and maybe work for him/her?

This may be a part of the answer and it doesn't go against my idea. Do you think this phenomenon can't be controlled? Perhaps I seem a little paranoiac but until somebody comes out with a reasoned explanation ...
