Can violence solve problems?

We are living in a violent world. There is violence, terrorism, distrust around us. what is the solution to this problem? Can we really turn the other cheek round and tolerate violence --that would probably exaggerate it and give wrong signal to the vicimizer who may think us weak. Is one retaliates, it may bring in vengeance and there will be no end to it. Do we have any solution?

We have to maintain a balance between the two.peace measures alone wouldnt be enough.We have to make them realize that it is for their benefit that we are insisting on pEACE.
