What is the Best the Classified or the Safelist to post a Business

Anyway I am confused about this two of what is the best source of posting in our biz.for now i am trying classified ads to post but it less response, i dont know what happen, but i need your opinion to be able to expand ny online biz.

Well online biz will be the best option as per my view but consult with other people too
