Or should I take him to a shelter. There's one I've seen at a park thats in pretty bad shape. I can't afford a lot fo care for him, but if I take him to a shelter they might kill him.

My question would be... Do you have the time and energy to care for him? If the answer is yes, then you should, by all means, take him in. He may be lost. I would suggest that you bring some food for him and see what he does. You might try frying some dry bread in some lard, and bring it to him. If he eats it and follows you home you may get your question answered. Good luck.

i am not sure. i think it depends on the laws regarding pet adtoption in every country. here in the philippines, we don't need much paper to take care of a pet.
like in your situation, if i get to see a dog in a park and that noone's taking care of it, i can have it at home and be taken well cared of. i can also bring him to a dog shelter. rules here aren't that strict.
but there are countries that strict laws about getting pets. so, i think you should check on it first.
and well, i feel good that somehow, you care and feel bad about that dog in the park. and i understand that you wanna do something to help him. well, i hope that dogs won't get killed in dog shelters. that;s brutal! if that's the scenario, they should not be called shelters.. but slaughter houses.

You could possibly try the shelter first, then ask the shelter to call you if no one adopts him so you could possibly take care of him as best you can? I don't know, many times shelters are very strict about giving animals out to people if they can't care for them completely, so that may not be an option.
