In spite of having so large population India stands worst in every game, why ?

India has population of over 100 million and stands second in size of polution behind China. Where China has developed more and grown well in almost all games and recording its presence to compete against all developing countires in Olympic game, but for India it appears like a dream, why ? Is there any solution to this problem?
