Is America really interested in reducing terroism?

America response towards terroism has been confusing. It presents itself as a promoter of peace to the world.
Throughout history, America has been turning a deaf ear to terrorist events all over the world.
When 9/11 happened, it was as if US woke up from sleep suddenly and realised the situation.
But even since then, USA has done some things like funding countries which themselves promote terrorism.
How can these actions of USA be justified?

I hardly understand america's policies, they have dual policies, treating each country on its own whims and pleasure, it first encourages people like Osama in their fight against soviet union and throw them afterwards after their usage. I just ont understand them.
