Corruption: What can we do to stop it?

Sadly I do not think that much can be done about it in poorer countries because it seems that those who are the most corrupt are at the head of, or in, power. In democratic countries of course there are laws which deal with those found guilty of corruption. I think that the only way it could be stopped was if action was taken against anyone found guilty of corruption and that should apply no matter what their position is in their country.
