Paypal deducts some money for free account is it right ?

If you are paid into your paypal account by an unverified free member and you are one too, you lose like 5% of the total transaction, plus a set 40 cent (or there abouts) charge. If you try to withdraw the money into your bank account prior to having $150 in total, you lose $1 in fees. Afetr you have accumulated $150 into your paypal it is free to withdraw it. No unless youve used ebay and you owe charges but still, you are suppose to approve it. They shouldnt of done that you need to contact them.. although it could of been maybe someone in your household or someone has your password. Id check it out.
