a proplem with my withdrawl

i have a little proplem that i need help on it, i ordered a debit card from epay, but the proplem is the card activation,they asked for a social security number,but i live in egypt and we use another kind of id and as well , it is written in arabic , would this kind of id be enough to activate the card or not? another question , what is the activation fee of epay debit card ?
