What to do with noisy neighbours?Help me!

I have problem with very noisy neighbours.They listen to loud music.They talk extremely loud.And watch TV loud.And they do that both on day and night.What should i do?Call police and omplain about them?Or try to talk with them?Or turn my music evan louder than their music is?Help me please
