neighborhood watch

How would you go about organizing a neighborhood watch? How would you select volunteers? What training would they have to have? How would you maintain interest and participation in the watch?

I think you can check with your local constabulary and they will assist you

I know what the steps are I was just hoping someone would have some suggestions also. It was for a school paper.
