yes i can do it with quite fluency now..After i have taken IELTS test,my english has improved

it's okey if you can't fuently speak in english. you are doing well actually. so, there's nothing to worry about. just keep using the language, keep on reading english books and you'll learn more. and it's good that you are trying. that's important.

it never matters :) langaue is always for communication. if the other people understand then its ok. some of the great people in the world never knew english
