Do you think that welfare reform in the US has actually done anyone much good?

In the 90's, welfare reform bavcme the law, with each state claiming it's own responsibility, but having to be compiant with the new law by a certain date. Do you any of you think it's actally helped people long term, or is it just another small patch on a much larger problem? Thank and good luck to you all!
