I understand it as follows ( I am a Chemical Engineer and i am applying process control concepts here). Any dynamic system is seen as robust when it has the ability to incorporate disturbances and come back to a stable state. the stable state may be a new one or the previous one. This same analogy can be applied to the human society(the dynamic system) and its reaction(control action) to extreme behaviour(disturbances).
