Teens + driving?

In British Columbia - my province (Canada for those of you who dont know :P) you can get your "L" learner's licence when you are 16. (which means you can drive only with someone else that already has a license) Two years later, you can apply for your "N" new driver's license. Do you think it is appropriate for young teens (16 years old) to drive? What is the minimum driving age in your country/state/province?
