What is the best way to meet friends?

I have a hard time meeting new people. Why? I don't know. But I was wondering what was the best approach to meeting new friends.

It is difficult for woman to make first approach with unknown guy for making friend as there are no precise way to meet new friend until anyone invite you or talk first with you. In online there are lot of way such as can invite sending a mail or sending responding a topics or through friend making site. But I think best way to meet friends in any occasion or asking a new question that "Hello, may I saw you in any occasion or place" then just start next gossiping according to reply of new one.
