What's ur suggestion to my friend?

I have a friend who's a very sweet n caring gal.Most of the guys who knw her fall in love with her n many of them proposed too.But there's a guy who love her a lot n she too has partially accepted his proposal but now she feels that there's a lot of difference in their likes ,dislikes etc and so she want him to be just a friend.She has no doubt on his love but she feel that he' s not the one she's lookin for.But she couldnot tell that to him as she really dont want to hurt him and also for the time being she dont have anyone else in her life. But according to me she should say the truth to that guy as it will be more hurting to him when he comes to know that she doesnt love him at a later stage.Its also a kind of cheating. What do u people think about it???
