woman run over several times in taiwan

I was watching the news last night, and there was a story about a woman who got run over by multiple cars. She was walking with her boyfriend at night and as she crossed the street, a car hit her and didn't even stop. The car just kept on driving. The boyfriend (who was not hit), instead of going directly to his girlfriend, tried to chase the car down to get the culprit. While he was chasing the other car down, the girlfriend was lying on the floor, and at least one other car somehow didn't see her there and ran over her again. By the time the boyfriend got back to his girlfriend, she had died. What do you guys think of this? Who should be held most responsible for this girl's death, the first car, the boyfriend (for not helping her in time), or the second car?
