Is Giving Alms to Beggars Good or Bad?

When I see beggars on the street, I am thinking twice whether or not to give them alms. If I give them, I think I am just helping them to be lazy each day. If I don't give them, I feel the guilt of not being compassionate on their situation.
It's sort of a dilema. What then, is the right thing to do?

local authorities have not yet "banned" alms giving...it's not good or bad either...it's complicated ...it's good coz when you give alms you're "helping " the beggars .it's bad because you teach them the trait of dependency ( for those who don't have any life aspiration or just plain lazy) .they depend only on begging and think that they don't need to do anythin' else...so i say..
"give man a fish and he will eat for a day, teach a man how to fish and he will eat for a lifetime"
