If this was happening at my house I would do several things. First I would establish the rules and ensure everyone understands them. The very next thing I would do is start removing privelages when the rules are not followed. Remember that the only things that are truly needed to survive are food, clothing, shelter and your toothbrush. That means the TV can be taken from your room and locked up with your gameboy, telephone, and all the toys you refuse to pick up. If you stick to this plan you will be amazed at the results. If your children think they run the house you need to make sure you establish who is in charge.
