What is the meaning of terrorism?

Isn't it the killing of innocent people. why american armies and israyeli armies are not terrorists who are killing majority of innocent people? what do you think about it?

The use of terror for political purposes,The inconscionable slaughter of innocent people including women and children for a political end.

A terrorist group or individual targets civilians specifically to cause terror among the population. Governments don't usually target civilians and when they do, they apologize and assume it as a mistake (yes, I know, a lot of good that does, but in politics, diplomacy is important and hypocrisy is often overlooked).
