Downloading Music

We bought my son a MP3 player for Christmas. What are some good sites to download music from? I am at a loss. I checked out Napster and Rhadsody. What I don't understand is why you have to pay a monthly service fee for these providers. What I want is a place I can download music and pay for each song as I go. Anyone have any recommendations?
