if you ask me then yes you can make a website without css. but if you have to edit it then you have to tear you hair to make changes. and if your site has many pages, then even to change the color of a particular font you have to make that in every page. but if you have css then you life is hell lot easy. and even desing of the site can be controlled a lot with css.

Yes, you can create a website without using CSS. But if you want a website that is very good, I suggest you use CSS. There are many benefits in using CSS. You could go to http://www.W3schools.com for more tips about HTML, CSS, XHTML, and many more.

I try to use CSS as much as I can and avoid the equivalent formatting HTML tags. As mentioned by other users, CSS allows to split the structure and the look of a web page. This centralizes all the formatting of the page in a single file and allows for fast updates whether you have a couple of web pages or a thousand, you just need to change the CSS file.
Put that aside, some visual effects can be achieved with CSS and not with HTML. For instance, different border styles for tables or divisions, lines over charachters...So, CSS is more powerful than HTML.

no you don't need css to build a website. you could do without it but it can help to make your site look brilliant if you use css. its all about the look and feel of the site that attracts users and css will help you grab their attention if you use it well.
my advice, use css!
