At this point I would say Bin Laden since we have no idea where he is. Sadam is basically waiting for his punishment and is in custody. I wouldn't count him out for having others do his work, but Bin Laden has a massive terrorist network still going on

Osama Bin Laden since his terroristic attacks are aimed more at the US and the people his focus is we are infedels. And to them the infedels should die. Sadam Hussain was more of a threat to his own people. He mass murdered thousands possibly millions of his countrymen, this makes him no better than Hitler.
