How do you split Christmas presents among your kids?

I have two children both girls ages 16 and 11. I always try to be fair about buying them CHristmas presents. I was never really worried about money, but how many each had. They had to have an even number of presents so one did not feel like they got less than the other. But this year I bought my oldest a somewhat expensive present but I am worried it will look like she got less than her younger sister who doesn't live with us. I am hoping she will see that she got something that cost more and is something she really REALLY wanted. How do you split presents among your kids? Do you go by how much you spend or how many presents?
