Lost files from Hard Drive

Accidentally my hard disk was completely wiped after it had windows XP installed, a new image with windows ME was installed and I lost lot of valuable files, I tried many tools trying to recover but yet many files can not be retrieved. I bought Recover My Files but was not able to recover my .vob dvd files and most of the jpgs recovered seems to be raw and does not open. 1- I am looking for effective way to recover all my data and willing to pay reasonably for it. 2- How to repair damaged photos Thanks for any ideas.
