The Most Effective Type Of Government

Philippines is a Democratic country, we are also considered as a 3rd world country. USA is federal. UK has a monarch but also a democratic government to limit the monarch's power. Iraq under Saddam is Anarchy. I'm wondering what could be the most effective type of government? Democaratic? Parliamentary? Communist? Military? Anarchy? Federal? Or is it a case to case basis depending on the condition of a country?
