Can anybody define what is IPTV?

As of right now I know that is internet protocal television. But I don't know how it works, is it available to all countries, what is the minimum speed required to watch? If anybody know full details or any site name where I can find, kindly intimate. As well as the facility is avialable in India or not. Thanks!
