Glass Breakig - Should they Pay?

Right at my school theres these too kids that like to have a bit of a rumble during lunchtime and on one lunch one of them puched the other through the window. The one that went through the window had a big scratch down his face.
Another day one of them was holding the door so the other couldn't get through so the one that wasn't holding the door ran up to it at highspeed and pushed it out of the slot! It was an industrial piece of glss with wire through it!
It was quite funny now that I think of it but it was serious when it happened.
Neither of them have had to pay yet and I don't think they will have to...
Do you think they should have to pay?

That does sound like one of those situations "serious at the moment, funny outside the square." I think they should have to pay for a replacement of the window as it was not an accident, it was done on purpose so they should have to pay the consequences. It is unfair on the school that they have to pay for the replacement window considering it was their fault. They should have at least had a hardcore punishment (10 years of detention :D)!
