Is there anything like "moderate Muslim countries" to counter extermism?

It is quite interesting to hear Tony Blair call for what he calls "moderate Muslim states" to form an "alliance of moderation" to counter Iran and its influence.
What does it entail for Blair send a clarion call for the formation of an alliance against extremism? I wonder if he is capable of building one?What will happen if countries identify themselves as moderate countries and extreme countries and go on to form an alliances against each other?Is this supposed to be the successor to the Cold War blocs?
