I think it was out of control but the states seem to be getting a better grasp on the problem by implementing the welfare to work programs and forcing people to stick to it.

Welfare started when people did not have enough money to eat, or a place to stay while they looked for work.
Today society looks at welfare as something that is deserved. The abuse by people to NOT get off welfare and stand up for themselves and their family and work to make it so someone is not taking care of you.
Welfare was to help teach and guide you back into society and your life.
Today mother has baby, well i can just go on welfare.
Then they tend to stay on welfare and not go back to school or get that job. Then they have another child for more welfare.
I have seen women that get so much peanut butter or cans of beans, milk, cereal and give it away,then the system is not helping just that person and family. Because its being given to someone else.
My daughter in law has 5 children in Kentucky. She has yet to get a job or try for anything.
She gets 1,500 in food stamps and lives with her mom in a 2 bedroom home with all those kids.
She has places she can trade some of the money off her EBT card and they will give her cash.
Or just let her take you to the store and she will pay with her food stamps and you can hand her the money.
I have a family of 3 adults here We don't even begin to spend that much on food a month.
So welfare has some pretty bad rose colored glasses to me that they are giving out way to much per person and not watching to see where or how it goes.
This is just my opinion but I have seen several do things this way. When they are healthy and can get up and go to work and get their life together.
