I think we have to be extremely strict. If parents allow underage boys and girls to drive especially if theya re prone to drinkign then those parents should be punished. For those who are above permissible age of driving, We need to impose severe fines and short term imprisonments. Only extremely harsh punishments will act as deterred. One has no right to drink and then drive causing risk to the lives of oneself and more importantly others who are innocent.
