At what age can a child start bringing a mobile phone with her/him?

I have this stepsister who just begs me to buy her a mobile phone. I said no because she's still in high school and I don't want her to be so busy with her phone coz she might forget about her studies.
Do you think I am wrong and that I should give her a mobile phone?What age should a person start using a mobile phone?

I think that she is not to young to have a phone. You should buy here one. It is very usefull. And if she doesn't have one... she wont study anyway at full capcity.She will think all the time how to make money for a phone. And maybe she will make some bad decisions, and make some bad things for the money.
