Why do Indians and other asians country do speak gramatically wrong English?

Why cant they be like filipino? I dont want to offend others but I really find hard times trying very hard just to understand what they are trying to say... Dont want petty dispute. You guys who are concerned should not accept this as against you, rather you should accept this as a reason for you to improve... thats all thank you....
