Walking Down The Foot Path With My Girlfriend, When A Dog Bit Her On The Leg....

PLEASE GIVE ME SOME ADVICE........ Me and my girlfriend were walking down to the shop, Walking along the footpath chatting away and an unattended dog come out from a persons front yard and bit my girlfriend on the leg.... We could not let the owners know this, as they were inside and there dog was in the front yard so we rang the council and they come out to this persons house. We have just been informed that the dog is going to be put down and nothing will happen to the owners... I find this quite frustrating as it was not the dogs fault, The dog should of been behind the gate and not left unattended in the front yard!!! I feel sorry for the dog.... What do you think I should do?????
