Job Placement Services?

My girlfriend is having a hard time finding a job, so we went to JobPro in hopes they could find her one. But they only hire for factory-type jobs. She has a bad back, so she doesn't want to do a lot of heavy lifting. She hasn't graduated high school yet, so we're looking for unskilled jobs. Is there a company like JobPro that hires for say desk work, or cleaning jobs? Stuff that doesn't require a lot of heavy lifting?
