Is Rule 80/20 always valid???

20% of the people in any group will do 80% of the work
and get 80% of the result.
Take this Agloco example.
Out of 100 Agloco members, I think 80% will do no recruiting and just sit down, and 20% will actively look for Referrals.
what do you think?
