Teacher stripping 6 year olds!!

I live in India. I came across an article in the morning. It said, a teacher stripped 6 year old boys and paraded them aroun the school and in every classroom, and she locked the girls in a dark room for asome time. The reason being the children did not finish their homework. My question is..Is it right to give such a punishment? What punishments did u used to get in school days? What should be done against such a teacher?
