Switzerland is certainly the best known, and has many high quality brands. Belgium is also famous for its chocolate, though I personally can't recall any brand names. I think the Swiss also lead the world in consumption of chocolate per capita.

The Belgians may be little dismayed if you were to say Switzerland! There again the Swiss would definitely be p*%ss&d off if you were to say Belgium!
