Now a days we see lot of top administrators involved in corruption, misbehaviour purposely. Is it because of inability of the puplic to question them or basic mistake in the structure of government administration?. Does we need a big change in administration now?.

Corrupt government officials are the effect of the following:
1. the officials do not have deep conviction in having and maintaining good government.
2. The office has been seen as a money earning and influence generating opportunity rather than as a service to the people
3. Very low salary among officials forcing them to look for ways to earn money
4. Failure of the people to keep watch of the public officials
5. The people taking advantage of the public officials' influences.

Yes definitely!. The representatives of the people who is running the government and making important policy decisions very well know the above. But they didn't take any steps to prevent it. This can't be done by a few persons, but it is immposible to get consent of all representatives to prevent these corruption activities as they support it from behind the screen.

I think you are seeing more corruption because people are exposing it more often...not because politicians are more corrupt than they were before.
I bet if everyone in the world could compare notes, our governements would be exposed for actually treating us all as if we are stupid.

Yes. I totally agree with you!. Many programs started by governments are to get or maintain their vote banks;not for the cause of the people!

Maybe, they have a motto, "if you donot make corruption you dont belong to politics". Ha ha ha ha ha.
This is because many of us are still morons, subservient, look at the gathering iniated by the president, who attended them but government employees that even the president doesn't know her audience, she was made a laughingstock, but it doesn't matter, we are born with " MATGAS ANG MUKHA". we have no "PALABRA DE HONOR", CHEATING, we simply brush our shoulders, who cares, ha ha ha ha, No body follows what we say in public, even if we offer the moon its okey as long as i win, we are happy with dole outs, during christmas ISANG KILONG BIGAS KALNG with some noodles, he gets the vote. We dont talk for they are ready to kill us and preserve the power, they call us terrorist when we simply standup for our simple rights in GSIS, though our pensions are gone and their listing disappeared, they say you never pay your dues, You see Oldies in line waiting that their plea be heard, but who cares. You must be corrupt to get it, meaning you start bribing so you will be notice.
Yes , this is what it is, better send your message to the moon to survive.ha ha ha ha ha
Good day to you..

The public has the power to question them and still on the process of questioning them.. Rallies here and there... but these are immune because it seems that they are protecting each other's backs in this war against people who questions them.
Corruption could never be taken out in politics and in public officials. I'd say, anybody who would be placed their, even the holiest person on earth would be tempted with so much money flowing into their hands. Commission on Audit and Ombudsman are lenient over them. Thus explains oozing corruption in the government.
