does money needs just to serve government?

im from Philippines and one thing always happen every elections or when elections become near is that politicians give aways there money's,giving financial project services for the reason of so the voters will remember them and vote them,they even buys their votes..but what if someone who has no capability to do that can that person serve the government..specially to our country which is full of corruptions..
