I think snow is more romantic. It's so clean and beautiful. It's cold and crisp outside. You can cuddle under a cozy blanket in front of a fireplace and light some candles.

Snow, it just completely changes the way the world looks. It is like a new start. Walking in a light snow fall is so nice and quiet. It is like being alone in the world. I know after the car drive on it, it is disgusting. But the new snowfall is beautiful. Plusn nothing like cuddling and hot chocolate after a walk in the snow. What could be better?

Rain is romantic when you are inside the house and it is raining and snow is romantic when you are outside the house when it is snowing, offcourse with a partner.
