Does your telephony provider charge you for unsent SMS?

Because we are in a holiday season, I usually send Season's greetings to friends and family. Once I tried to send a SMS, but the phone showed me a message that it could not send the message. I then checked my credit and I was charged for my unsent message. My provider is Orange and I'm really unhappy about this (as I got a lot of errors when I attempted to resend). Does your provider do that?

No, It does not charge me.i fit bounces back from my network provider then he will not charge. if it bounces back from the other network provider than he will charge.
