Cosmetics: Is there difference of cosmetics in drug stores and department stores

Is there difference on cosmetics we use? Well,the difference on buying cosmetics on Drug stores is that it is cheaper and it is hypo-allergenic compared to cosmetics we buy at department stores. But most of us buy cosmetics at department stores because of its brand,isn't it?
