Animal Abuse - Why do people do this? Should they be prosecuted? Laws made?

In this particular case the man that had these horses was not prosecuted becuase he signed the animals over to Animal Control. I heard from my contact at Day's End recently about an animal horder who had over 70 horses on her property, 2 of which had starved to death within the past week (2 more died within the week they were rescued) and yet she REFUSED to turn the horses over. They had to get a court order to sieze the horses and were only allowed to take the very worst ones.
She was not arrested on the spot becuase they had to build up a case against her.
There are currently NO national level laws against abusing horses in place in America. Do you feel there should be?

i am not sure because may be it will become contraversial....do you know film rang de basanti release got delayed by weeks because in the film there is a scene aamir riding a horse.in india ther is strong law and menaka gabdhi works for that!i dont think its fare to elay a film for this reason.there are many films got same problems. if someone hurts an horse they should be punished.thats fare
